A BILL to amend article two, chapter eighteen of the code of West
Virginia, one thousand nine hundred thirty-one, as amended,
by adding thereto a new section, designated section
twenty-eight, relating to education; state board of
education; and requiring the state board of education to
establish a kids voting program in the secondary education
system of this state.
Be it enacted by the Legislature of West Virginia:
That article two, chapter eighteen of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, be
amended by adding thereto a new section, designated section
twenty-eight, to read as follows:
ARTICLE 2. STATE BOARD OF EDUCATION.
§18-2-28. Nonpartisan voter education programs or "kids vote"
programs.
The West Virginia board of education, through the state superintendent of schools, shall establish standards and criteria
especially designed for the development of plans for nonpartisan
programs of voter education programs or "kids vote" programs in
county school systems, to provide students the opportunity to
participate in the research of political candidates and political
issues at local, state and national elections; to hold mock
elections; engage in mock activities associated with those
elections and political issues; and to otherwise further the
education of all students in their understanding of the election
process in a democracy and their ability and responsibility to
participate in that process in a democracy.
NOTE: This bill requires the state superintendent of
schools to develop plans for nonpartisan programs of voter
education programs or "kids vote" programs in county school
systems.
